Japan has the most passengers on City Pair Program contracted flights with 120,367 passengers. The country with the second most U.S. government travelers is Germany with 79,861 passengers.
The average one-way fare for international City Pair Program flights in 2016 was $1,052.88 for Unrestricted Coach Fares (YCA), $758.91 for Capacity Controlled Fares (XCA), and $4,794.50 on average for Business Class Fares.
